Eskenazi Health serves as the public hospital division of the Health & Hospital Corporation of Marion County. Physicians provide a comprehensive range of primary and specialty care services at the 333-bed hospital and outpatient facilities both on and off of the Eskenazi Health downtown campus including at a network of Eskenazi Health Center sites located throughout Indianapolis.

Job Role Summary
Oversees and manages the daily operations for release of information, data integrity, transcription, HIM support services for Health Information Management (HIM).

Essential Functions and Responsibilities
• Responsible for: quality metrics development and reporting; productivity and quality monitoring; policy and procedure development; monthly Studor rounding; staff performance evaluations; progressive disciplinary actions; staff Performance Improvement Plan (PIP) development; Attendance, PTO, and Kronos; other reports and data requested as needed.
• Supervises staff and work queues associated with transcription, release of information, data integrity, and HIM support to ensure the workload is maintained daily
• Triage and issue resolution in barriers (escalation as appropriate)
• Participates in developing and implementing specific department goals, policies, standards, and objectives which directly support the strategic plan and vision of the organization.
• Works with system support and other leaders
• Manages chart correction workflows and coordinates with representation from all areas as appropriate.
• Liaison to internal/external requestors, to ensure accurate and timely fulfillment of release of information requests are completed in a timely manner
• Assists department leadership with the coordination of essential ROI functions, workflows and ROI-related projects.
• Interacts and communicates with Information Technology management to ensure optimal use of installed technology, identification of future needs and assistance with system updates.
• Triage and resolve issues that are barriers to record release, vet record requests against 21st Century Cures Act regulations
• Respond to and resolve record authorization issues to prevent violation of information blocking, or restrictions related to medical records and HIPAA regulations.
• Assists with process improvement, standardization of HIM ROI workflows, and will serve as subject matter expert related to the HIM ROI workflow.
• Answers inquiries from departments regarding release of information workflows and policies to resolves issues.
• Participates in the planning and testing of new systems and upgrades related to release of information.
• Ensures financial requirements are met for assigned areas of responsibility and assists the Director of Medical Records Management with budgetary decisions
• Maintains a professional, positive working relationship with medical staff, hospital personnel, and all vendor contacts
• Functions may include but are not limited to: issues with duplicate medical records/account numbers; missing records or elements or errors with quality
• Ensures the review and approval of medical record content and documentation tools (paper and electronic) at Eskenazi, to include delineation of the HIPAA designated record set and the legal health record
• Educates and trains HIM Record Operations staff on enhancements, changes, and updates
• Keeps current with documentation requirements set forth by JCAHO, ISDH, CMS and other licensing and regulatory agencies. Ensures the respective hospital policies and procedures, medical staff bylaws, medical staff rules and regulations, and the associated requirements are met.
Job Requirements
• Knowledge of HIM acute care hospital operations with emphasis on inpatient and outpatient record discharge. Chart processing functions to include pickup and reconciliation, analysis, filing methodologies, MPI and chart completion
• Knowledge of basic functions and processes performed by ADT Interface, HIM systems, Patient Access systems and billing information systems
• Knowledge of and proficiency in application of state and federal laws guiding release of information
• Knowledge of and proficiency in application of documentation requirements set forth by JCAHO, ISDH, CMS and other licensing and regulatory agencies for medical record documentation and completion requirements
• Advanced knowledge of functions and processes performed by scanning and imaging software
• Prefer familiarity with information systems used at Eskenazi Health to include but not be limited to: EPIC, OnBase MRM, and G3.
• Excellent customer services skills
• Advanced computer literacy to use computer systems in Health Information Management
• Must demonstrate strong organizational skills to prioritize work and fulfill requests effectively
• Microsoft Excel skills to include ability to build new worksheets, import data, sort data, use basic formulas
• Microsoft Word skills to write policies and procedures and correspondence.
• Skilled in effective planning and organization
• Excellent oral and written communication skills. Ability to present information to groups of physicians/individuals
• Works independently and exercises professional judgment to meet daily operational demands
• Demonstrates team oriented, professional conduct when resolving operational issues which cross various operational units within HIM and/or across Eskenazi Health
Knowledge, Skills & Abilities
• Bachelor’s Degree (B.S.) preferred will accept Associate Degree (A.S.) in Health Information Administration
• AHIMA credential as a Registered Health Information Administrator (R.H.I.A) or Registered Health Information Technician (R.H.I.T) preferred
• At least one-year prior experience in acute medical record management processes including: Analysis, MPI, Record Completion, Document Imaging/Electronic Health Record preferred
• At least two years of progressively responsible Health Information Management experience, including: Analysis, MPI, Record Completion, Document Imaging/Electronic Health Record, Transcription, Release of Information, and Medical Record Regulatory requirements required
