Job Role Summary
This position is responsible for litigation case management and structured support services for the Health & Hospital Corporation of Marion County (Corporation) Code enforcement and of the applicable statutes and/or regulations. This position is also responsible for the day-to-day management of the Environmental Court team.
Essential Duties
- Represent the Corporation in litigation involving property owners or occupants in violation of the health code, state statutes, and administrative rules in Marion Superior Court.
- Supervision of attorneys and paralegals working on the Environmental Court team, including onboarding, training of new employees, and mentoring of attorneys on case management.
- Perform administrative functions for the division and communicate with providers to ensure timely service document management and delivery.
- Serve as liaison for Environment Court team for information technology needs and update forms as needed.
- Work cooperatively with other departments and divisions, as needed.
- Serve as liaison for Marion Superior Court and State Court Administration.
- Assist General Counsel and/or Assistant General Counsel in preparation of and communication of annual performance reviews of the Environmental Court team.
- assist General Counsel and Assistant General Counsel to prepare updates to the Corporation’s Health Code and, when necessary, be available to present proposed ordinances to the Corporation’s Board of Trustees or one of its committees.
Associated Job Duties
- Monitor any appeals of Environmental Court cases and work with outside counsel, as needed.
- Represent the Corporation’s code enforcement program with Corporation staff and other governmental agencies, and as appropriate, develop contacts with and routine communications with these agencies.
- Ensure proper communication relating to court matters and interact with health department employees, court staff, defendants, the public, and corporate administrators.
- Coordinate court cases, inspections, and meetings involving other governmental agencies and private sector entities.
- Manage administrative requests in Marion Superior Court and before an administrative law judge.
- Serve as liaison within the Corporation regarding pending enforcement matters. When requested, serve externally as a liaison to neighborhoods, community organizations and other governmental agencies, nonprofit organizations, and property owners regarding enforcement.
- When requested, participate in educational opportunities within the Corporation and with external entities.
- Assist in legal accreditation for programs as needed for the Corporation.
Supervisory Responsibilities:
Supervision of the Environmental court attorneys and paralegals.
Qualifications

- Doctor of Jurisprudence
- 3-5 years of litigation experience
- 3-5 years of municipal law experience and/or supervisory experience, preferred
Licenses/Certifications Required
- License to practice law in Indiana
Knowledge, Skills & Abilities
- Ability to work well independently and in a team environment
- Familiarity with municipal government, state laws and the Indiana Trial Rules, Indiana Rules of Evidence, and rules governing electronic case filing and regular monitoring of amendments of the statutes and rules.
- Experience with proprietary software for electronic case management.
Working Environment
- Hybrid office environment.
- Physical attendance in the Marion Superior Courts (Community Justice Campus) for litigation, and administrative hearings (HHC campus.)
