This position provides guidance for food as medicine programs (Double Up Indiana/Fresh Bucks, Produce Rx) to include activities related to implementation, seeking sponsorship, grant reporting, partner agreements, and managing all elements of the programs.  This position serves as the Project Director for USDA GusNIP grant and other funding streams and is also responsible for development of a network of food as medicine initiatives, policies and processes in the county to assure sustainability and expansion.  Serves as a point of contact for nutrition incentives issues for City and County agencies, CDC, USDA, and local entities such as Federally Qualified Health Centers, grocers, farmers markets, local non-profits, and community groups involved in nutrition incentives programs.

Job Role Summary

This position is responsible for assuring development of a network of nutrition incentives policies and processes in the county to assure collaboration and sustainability of nutrition incentives programs and resources.  Provides oversight of nutrition incentive programs (Fresh Bucks, Produce Rx) to include activities relevant to implementation, sponsorship, reporting, partner agreements, and all elements of the programs.  Serves as a point of contact for nutrition incentives issues for City and County agencies, Federally Qualified Health Centers, grocers, farmers markets, local non-profits, and community groups involved in nutrition incentives programs.   

Associated Job Duties

  • Identifies potential partners, sites for program delivery, funders, stakeholder groups and develops a shared vision for expanding and sustaining nutrition incentives programming in the county.  Determines terms of engagement, prepares necessary partner documentation, and serves as the lead contact person with them. 
  • Develop goals, measurable objectives, targets, and timeframes for policies, programs, services, for implementation throughout the network of nutrition incentives providers and partners. 
  • Leads creation of mechanisms for payments to and between direct-to-consumer dollars and redemption sites such as grocery stores, farmers, farmers markets.  
  • Oversees projects and activities related to county-wide promotion of nutrition incentive programs including information that need to be communicated and leveraging national resources to enhance unified branding when deemed appropriate. 
  • Ensures preparation of reports, analysis program data, and development of other documents for funders. 
  • Establishes relationships for the purpose of securing funding and sustaining the programs with city/county agencies, corporations, national voluntary associations, community-based organizations, and collective impact coalitions.  
  • Serves as the Project Director for USDA GusNIP grant and other funding streams. 
  • Conducts training programs for both internal and external program site staff and volunteers. 
  • Oversees evaluation activities including preparing reports, presentations, and papers specific to nutrition incentive programs. 
  • Acts as contact person regarding nutrition incentive programs for HHC/MCPHD Public Relations Department staff. 
  • Maintains confidentiality of information: (a breech is reason for termination) 
  • Participates in public health emergency preparedness exercises and in the response to public health emergencies, as directed. 
  • Participates in a minimum of two H.O.P.E. events totaling a minimum of eight (8) hours annually. 
  • Other duties as assigned.

 

Qualifications

  • Completion of a master’s degree in public health, business administration, nutrition, public affairs, health education, or a related field and two years of experience in program planning and development; Or completion of a bachelor’s degree in public health, nutrition, public affairs, health education, or a related field and four years of experience in program planning and development.  
  • Current Indiana driver’s license and use of automobile.    

Knowledge, Skills & Abilities

  • Understanding of the structure, operations, policies of federal food assistance programs.
  • Basic understanding of the operational practices of community health centers.
  • Experience in report writing and in creating and implementing policies, guidelines, and/or protocols within and across organizations. 
  • High level of competency in using Excel for budget and data management
  • Demonstrated ability to exercise professional judgments and tact in communicating with a wide variety of individuals.
  • Knowledge of program planning and evaluation.
  • Good judgment and discretion in communication (written, verbal and non-verbal).
  • Must be able to prioritize work, meet deadlines, and work well under pressure.

Working Environment

  • Primarily office environment; health centers, considerable outreach activities in varied public sites and farmers’ markets throughout the county.
  • Physical demands include lifting lightweight materials on a routine basis.
