Job Role Summary

Manage the activities of the clinic staff for the Marion County Women, Infants and Children (WIC) Supplemental Nutrition Program in the Maternal & Child Health (MCH) program within the Marion County Public Health Department (MCPHD). The WIC Program Manager is responsible for various clinic administrative and operational functions such as scheduling staff, completing staff time-keeping (KRONOS), supervising and mentoring clinic leads and clinic staff, completing staff evaluations, and maintaining the INWIC scheduler, etc. Assists with implementation and evaluation of nutrition education programs within established Federal, State and MCH/MCPHD guidelines and standards.

Essential Duties

  • Collaborates in the annual preparation, implementation, and evaluation of the WIC Nutrition Education Plan. 
  • Interviews candidates for WIC clinic positions and provide recommendation(s) for hiring/transfer/promotion and dismissal. 
  • Supervises, and provide Leadership to WIC Competent Professional Authority (CPA) Leads and WIC clinic staff. Complete and conduct Annual Performance Appraisals, and provides feedback prior to annual reviews, in such formats as the Mid-Year Performance Appraisal Reviews. 
  • Performs duties of clinic personnel as needed. 
  • Bring awareness and work in conjunction with direct supervisor to resolve day-to-day problems at program sites including handling complaints of program participants, problems with WIC clinic staff, computer issues.
  • Monitors work performance of clinic staff on an ongoing basis. This includes, but is not limited to, counseling on work performance evaluation and accountability of worktime. 
  • Assists in State Program Bi-Annual Review, corrective action follow-up and staff refresher trainings due to review findings. 
  • Monitors, analyze, and maintain clinic functions, including flow patterns and staffing. 
  • Maintain personnel and attendance records for clinic leads and WIC clinic staff. 
  • Participates in community education activities as outreach for WIC. 
  • Processes and analyzes monthly statistics including formula logs, formula prescription logs, breast pump logs, mileage, CPA logs and monthly activity sheets. 
  • Attend all scheduled meetings, including but not limited to, team meeting and one-on-one meetings. 
  • Ensures proper implementation of Universal Precautions pertaining to finger stick for hemoglobin and lead screening measurements.  
  • Ensures safety of negotiable instruments.  
  • On-call for: evening clinics and clinics that may operate outside of the normal 8am - 5pm EST office hours, timeframe.
  • Facilitates and implements training and in-services as needed concerning program updates, policies and procedures.  
  • Conducts and documents clinic quality assurance, on a minimum of a monthly basis.
  • Coordinates all clinic activities with sensitivity to diverse cultures. 
  • Maintains confidentiality of all client records and information as specified by the Health Insurance Portability and Accountability of Act of 1996.
  • Trained at the appropriate National Incident Management System (NIMS) and Incident Command System (ICS) level. 
  • Participate in the response to public health emergency exercises and in response to public health emergencies. 
  • Participates in a minimum of 2 H.O.P.E. (community) events totaling a minimum of eight (8) hours annually. 
  • Provide guidance and training to CPA Lead and WIC clinic staff pertaining to the Voter Registration procedure.
  • Other duties as assigned.

Associated Job Duties

  • Incorporate a Participant Centered Services (PCS) approach.
  • Daily contacts with program staff to exchange information.
  • Contacts with applicants and/or clients of WIC Program to handle complaints, resolve problems relative to program participation.
  • Contact with community agencies and extend organizations to obtain/provide information and services.
  • Seek guidance from direct supervisor to ensure program operates in accordance with federal, state, local and departmental policies and procedures.
  • Must keep up to date with changing federal and state guidelines; errors could result in substantial inconvenience to program participants.
  • Work in conjunction with direct supervisor for aspects pertaining to WIC clinics.
  • Directly supervises CPA leads who in-turn supervise clinic staff.  
  • Directly supervise staff in clinics where CPA leads are not implemented.

Qualifications

  • Completion of a Bachelor’s Degree, preferably in, but not limited to, Public Health, Nutrition, Nursing, Business, etc.  
  • Master’s degree preferred.
  • Mandatory 1 year WIC experience with demonstrated ability in supervising professional and Paraprofessional staff.
  • Must have access to reliable transportation for in-state travel.

Licenses/Certifications Required

  • Must meet one of the following qualifications listed below:
    • Must be a Registered Dietitian by the American Dietetic Association upon hire. RD license is required.
    • Must be a Registered Nurse by the Board of Nursing, with background in Nutrition, upon hire. RN license is required.
  • Professional license/certification as appropriate.
  • Must possess a valid Indiana driver’s license.

  • Thorough knowledge of (or ability to learn) the WIC Supplemental Food Program.

Working Environment

  • Travel required between various program locations.
  • Exposure to communicable illness and disease due to direct and frequent client contact; and possible participants under stress.
  • Some physical effort associated with lifting and carrying supplies.
