Job Role Summary

The Human Resources Section Chief works directly with the Chief of Staff on all human resources and other related matters. This position is responsible for the supervision of human resources support staff.

Essential Functions and Responsibilities

  • Responsible for the supervision of staff members in the human resources section.
  • Participates in thoughtful problem solving as issues and events occur, pertaining to, arising from, or having bearing on the staff and the services delivered
  • Administers any employee engagement/satisfaction surveys administered within our service and helps works with IEMS leaders to identify and recommend improvement and/or development opportunities
  • Counsels and recommends disciplinary action as necessary up to and including termination
  • Oversight of disciplinary dispute resolution process
  • Works with members of the senior leadership team to develop and implement an evaluation process for all staff members
  • Works with the senior leadership team to identify staffing needs
  • Works with leadership team members to ensures employee issues are addressed in a timely manner
  • IEMS HR Section Chief will serve as an extension of Eskenazi Human Resources Department and will act as liaison between Indianapolis EMS and Eskenazi Payroll, Human Resources and Occupational Health Departments for all employee issues.
  • Responsible for tracking employee turnover and reporting monthly.  Works with IEMS leadership team to develop strategies and solutions to help improve staff turnover with a particular focus on key Operations positions

Essential Job Functions (con't)

  • Manages the hiring process for Indianapolis EMS personnel to include the receipt of employment applications, checks reference and licenses, arranges interviews, processes selected candidates’ paperwork for physicals, hiring, and orientation start date. Manages the onboarding process of pre-employment screening day of IEMS employee candidates, SuccessFactors workflows, FMLA and LOA paperwork, and any payroll correction paperwork.
  • Oversees databases to record all pertinent employee information to include demographic information, current license/certification information, vaccine compliance, and other data as needed.
  • Communicates with Indianapolis EMS employees regarding human resources and payroll related matters.
  • Oversees administrative office management functions to include receptionist activities, ingoing and outgoing mail, conference room scheduling and secretarial activities for the service.
  •  Involved in the research, review, and decision making of HR related issues in conjunction with the IEMS leadership team. Works directly with senior leadership to assist them in carrying out their responsibilities on personnel matters
  • Serves as an organizational and employee advocate
  • Assists with development of short-term objectives and long-term strategic goals related to the growth and development of staff within IEMS
  • Creates audience appropriate data interpretation and detailed presentations with an audience ranging from senior leadership to front line staff
  • Participates on committees and special projects

Job Requirements

  • Bachelor’s Degree in business, organizational leadership or related field required.  Master’s Degree preferred.
  • Minimum of three years of leadership/project management experience
  • Valid driver’s license

Knowledge, Skills & Abilities

  • Ability to work with all levels of EMS staff, hospital staff, and other business appropriate contacts
  • Excellent interpersonal communication skills (oral/written) in a wide variety of contacts
  • Thorough knowledge of rules, guidelines, and reporting procedures required by Federal/State regulatory agencies related to EMS
  • Ability to interpret policies and regulations related to emergency medical services to IEMS command staff and leadership team as appropriate
  • Ability to use computer programs to make graphs, tables, and charts of data as required

Contacts - Internal/External

  • Daily contacts with all levels of IEMS and Eskenazi staff and management
  • Frequent contacts with medical staff and interdepartmental personnel to exchange factual information, interpret regulations/guidelines, problem solve, advise hospital management on certain matters when deemed necessary
  • Interacts with appropriate external agencies

  • Demonstrates accuracy and attention to detail

Working Environment

  • May be required to attend meetings or perform work remote from IEMS headquarters
  • Most duties performed in a typical office environment
  • May be required to attend offsite meetings
