Job Role Summary

Provides leadership and direction to the Marion County Public Health Department related to substance use and its relation to individual and population health.  Responsible for daily management of all aspects of substance use outreach services, particularly those services related to HIV, STD and hepatitis testing.  Identifies community health needs and issues related to substance use, develops and implements new initiatives to meet needs.

Essential Duties

  • Manages the operations of and develops and implements procedures for substance use outreach services, particularly the HIV Outreach and STD and substance use programs, according to applicable requirements.
  • Assures that appropriate staffing is available as required by programs, makes appropriate training available to staff, assures the completion of annual performance evaluations for all department employees, assures that staff conduct their work in accordance to HHC/MCPHD personnel policies and procedures, assures that employee issues and disciplinary actions are handled appropriately.
  • Promotes, establishes or expands substance abuse outreach services to the Department, human services agencies, the pubic and throughout the community as a more inclusive part of the MCPHD overall health initiatives.
  • Works in collaboration with substance use disorder treatment centers, and other community organizations to assure adequate capacity for drug treatment services.
  • Assures, directs, collects, reports and analyzes quality improvement data for programs.
  • Recommends changes to services, materials or operations for programs.
  • Responsible for developing grant applications related to substance use, budgeting, project reporting, necessary reviews and making recommendations for program expenditures.
  • Participates in the planning and development of services, quality management, and policies and procedures for substance abuse outreach, HIV/STD and Hepatitis counseling and testing,
  • Represents the department on issues related to substance use disorder and HIV/STD outreach in the community. 
  • Provides direct supervision to Program Manager, HIV/STD, Hepatitis and substance use disorder services program.
  • Provides indirect supervision to Outreach Workers, HIV/STD testing and counseling and substance use disorder Health Educator, and Case Mangers working in the HIV/STD and substance use disorder   programs.
  • Other duties as assigned.

Completes assignments related to Department-wide initiatives such as public health emergency preparedness, quality improvement as required.

 

Qualifications

Education/Licensure/Certifications/Experience:
Bachelor’s Degree from an accredited college or university in a field related to substance use, health and human services, or public health.  
Master’s Degree preferred.
In lieu of Master’s Degree, extensive work history (10 or more years) in the substance use field is required.
Extensive management experience, preferably in the field of substance abuse and outreach  

Knowledge, Skills & Abilities

  • Considerable knowledge of alcohol and other drug abuse problems, related services categories, services modalities and culturally appropriate/competence strategies.
  • Knowledge of community organizations and resources.
  • Knowledge of management principles and practices, budgeting principles and practices and the ability to supervise and evaluate staff. 

Language Skills:

  • Excellent oral and written language skills required.

Mathematical Skills:

  • Ability to analyze a variety of data, manage budgets on a regular basis.

Reasoning Ability:

  • Required to utilize information to make competent and programmatic decisions.
