JOB ROLE SUMMARY
The Application System Administrator is responsible for the technical design, planning, implementation, and the highest level ofperformance tuning and recovery procedures for mission critical software applications. Identifies methods, solutions, and provides technicalleadership in order to provide a high level of service to the customers of the department.
The System Administrator will assist project teams with technical issues in the standard Project Management Methodology. These activitiesinclude the definition of technical needs, benefits, and technical strategy; research & development within the project life cycle; technicalanalysis and design; and support of staff in executing, testing and rolling-out the solutions. Participation on projects is focused onsmoothing the transition of projects from the Project Office to the various business units by performing operations activities within theproject life cycle.
This position provides technical expertise on major, complex initiatives. The System Administration team manages major, line-of-businessapplications supporting Environmental Health, Population Health, Vital Records, and a Laboratory. In addition, the team managesapproximately 60 other minor applications. The candidate will initially be expected to become a primary support person for our ElectronicHealth Record application focusing on Patient Access. The candidate will eventually be required to provide support for other applicationsas needed. The ideal candidate will be willing and able to learn new content and skills, excel at time management, and understand how toproperly prioritize their workload.
Application Administration
- Assists with installing, configuring, and maintaining applications in support of business needs and priorities.
- Assists with ensuring that the business is fully utilizing the available technology to enhance productivity and improve workflows.
- Works with Project Management Office (PMO) on project teams for new vendor application software features and new technology relatedprojects, reviewing release notes, communicating feature changes, providing clear communication to team members, and managingbusiness users’ expectations.
- Reviews software application documentation to create and execute detailed test plans to ensure the accuracy of the system and toidentify any potential defects and risks.
- Works with vendors to implement software application features according to established agreements.
- Works with subject matter experts (SME) or trainers to create and present/assist with Train the Trainer sessions.
- Performs unit testing and quality assurance prior to implementation. Assists with user acceptance testing.
- Maintains user accounts and permissions and audits permissions to minimize vulnerabilities.
- Performs other duties as assigned.
Business Analysis
- Assists with analyzing and defining business processes to develop or align technical solutions to business and operational needs.
- Assists with evaluation of application system software upgrades, identify the current and future-state business processes, analyze, test,document, and communicate new functionality and the impacts to current business processes.
- Recommends process improvement and/or system upgrades based on workflow analysis.
- Assists with assessing the risk of various business solutions and provides input into prioritizing competing business demands.
- Collaborates with business users to understand and address technology deficiencies and new business needs.
- Communicates with application software vendors, detailing business reasons and requirements for new functionality requests andproviding feedback on discovered vendor software flaws.
- Actively participates in vendor application user communities and user groups when available.
- Stays current with software development tools, trends, best practices, and emerging technologies.
- Follows documented change control procedures when implementing solutions.
- Ensures compliance with established HHC/MCPHD standards and policies.
Technical Support
- Provides technical support to staff on business applications.
- Responds to users’ problems which includes troubleshooting, diagnosing, rectifying, or escalating the problem.
- Assists in the day-to-day support of software applications managed by the System Administration team.
- Develops and maintains comprehensive documentation regarding application configurations / technical system specifications andknowledge base articles for applications.
- Collaborates with other CIS teams as well as with business users to solve business problems and system issues.
- Communicates business solutions clearly and follows through to ensure implemented solutions resolve the documented issues.
- Communicates and collaborates with application software vendors on a regular basis for updates on upcoming developments and statusor escalation on open requests or issues.
- Creates documentation for responding to support issues including knowledge-based articles or other guides.
- Provides instruction and knowledge transfer to Desktop Engineers to support workstations, field/mobile devices.
QUALIFICATIONS
- Bachelor’s Degree in computer science, public health, environmental health or informatics and
- three or more years of demonstratedexperience as a system administrator, business analyst or super-user of a complex healthcare software application or any combination ofeducation and experience which would provide an equivalent background.
- Prior Project Management experience is a plus.
- Experience with SQL and/or Oracle, relational databases and schemas is a plus.
- Healthcare software system administration or healthcare system implementation experience.
- Patient access experience to include registration, scheduling and insurance eligibility.
- Health information management experience (Release of Information).
- Familiarity with patient portals.
- Knowledge of claims and billing a plus.
- Public health experience a plus.
