Job Role Summary
Responsible for planning, organizing, and managing the WIC Program. Provides direct supervision to WIC Breastfeeding Coordinator, Senior Nutrition Education Coordinator, WIC Assistant Administrator, Operations, WIC Mobile Unit Coordinator, Fatherhood Engagement Lead, Vendor Educator/Liaison, and Special Projects Nutritionist.
Essential Duties
- Plans, implements, and evaluates the objectives and activities of the WIC Program.
- Ensures compliance with regulations, policies, budgeting, and accounting procedures as outlined by the US Department of Agriculture, State Department of Health, and Public Health Division.
- Responsible for personnel administration of the program including the recruitment, interviewing, selection, and supervision of program staff.
- Oversees the vendor management of the WIC Program-ensures vendor compliance and establishes procedures for monitoring retail stores.
- Responsible for the overall operation of the automated food delivery and management information system and WIC computer application system.
- Work in conjunction with WIC Program Managers, Operations Administrator, Senior Nutrition Education Coordinator, and Breastfeeding Manager in planning, implementing, and evaluating the nutrition education component of the program.
- Provides orientation and consultation on the WIC Program to other members of the health team; provides in-service training programs for professional/paraprofessional staff.
- Coordinates the WIC Program with other health programs within the division and community service agencies, private physicians, and other health institutions.
- Develops communication system to establish and maintain positive rapport between the WIC and the community being served.
- Assists Grants Manager with grant budget recommendations for program refunding and continuations.
- Provides leadership in the Request for Proposal process for WIC local sponsorship application.
- Previews monthly expenditure reports and monitors WIC budgets.
- Responsible for overall clinic coverage of both clerical and nutritional staff at all WIC sites at designated times.
- Responsible for securing space for WIC staff at all service locations.
- Responsible for negotiating both annual budget and needed additional funds throughout the year.
Qualifications
- Licenses/Certification either required upon hire: Registration as Dietitian by the American Dietetic Association, Indiana RN license by the Indiana Professional License Agency Board of Nursing
- Bachelor’s or Master’s degree graduate which, through review of an official transcript from an accredited college, includes a study in Nutrition. These degrees include but are not limited to: Family and Consumer Sciences; Food and Nutrition in Business; Nutrition, Nursing with background in Nutrition Fitness and Health. Experience in Maternal and Child Health or Public Health setting preferred.
- Licenses/Certification required: Valid driver’s license and access to reliable car.
- 3-5 years previous experience with demonstrated ability in program development and staff management.
- Must be proficient with Microsoft Office, Word, Excel, Internet Explorer.
- Excellent verbal and written skills.
- Must possess the ability to work independently and as part of a team.
- Must be able to take initiative and prioritize workload
Licenses/Certifications Required

- Must have knowledge of applicable laws, rules, regulations, policies and procedures of the WIC Program and the Division of Public Health.
- Skills in financial management and management of personnel.
- Ability to manage a decentralized program.
- Demonstrated ability to exercise professional judgments and tact in communicating with a wide variety of individuals.
- Knowledge of program planning and evaluation.
- Good judgment and discretion in communication (written, verbal and non-verbal).
- Must be able to prioritize work, meet deadlines, and work well under pressure.
- Flexibility to adjust to changing program/department needs and activities.
- Must be able to lift minimum 45 pounds.
- Must resolve conflicting policies and procedures between federal, state and local agencies.
- Organizational ability to manage decentralized program.
- Compliance with program guidelines to ensure continual funding.
- High level of concentration, accuracy, attention to detail, ability to analyze and interpret data.
Working Environment
- Travel required between various program locations.
- Exposure to communicable illness and disease due to direct and frequent client contact; participants in stress.
- Some physical effort associated with lifting and carrying supplies.
